Default External hard drive running slow

Hello everyone, I'm new here!
First off: I'm not so good with computers, so please explain easily!

I have this problem with my external hard drive, it runs REALLY slow,
while I transfer files to it, it usually goes around 70mbps, but when it has transfered about 20% it goes down to 400-900kbps.

I use it for photos, and I've filled about 200GB (It's a 1TB hard drive *NTFS), so I'd prefer not to remove everything, but I would if that's the only way.

I tried my girlfriends plug-n-play hard drive, and it worked like a charm, fast and easy.
And my previous external hard drive, had the same problem.

What could be the source of this problem? I have USB 2.0.

Computer:
OS: Windows Vista x86 SP1
CPU: DualCore AMD Athlon 64 X2, 2034 MHz 3800+ 2GB RAM

I don't know any more specs to give you, but just tell me and I'll fix it.

Please help, It's really annoying that I need all night to transfer 5 GB.

test your hard drive in other system if speed is low your hard drive have problem if it was ok re install your os (windows ) and if that worked change your PC!
